Every city on this list asks something different of a window job. Here is what changes the work in this one.
Moreno Valley is a 1980s city, the median home was built in 1988 and roughly forty percent of the housing stock went up between 1980 and 1989. That produces a very consistent job: original builder-grade aluminum sliders, thirty-five to forty years old, in tract homes of broadly similar layout. Owner-occupancy is around 63 percent and median home value is the lowest of our core cities, which makes the cost conversation here a different one to Corona or Temecula.
Moreno Valley is stricter than its neighbors and it catches people out. The city requires a permit for most window replacements, only simple re-glazing, meaning new glass into an existing frame, is exempt. Replacements must meet Title 24 energy limits, egress requirements of 5.7 square feet of openable area with a sill no higher than 44 inches, and safety glazing rules. A like-for-like job takes one final inspection; if the opening is altered it takes a rough-frame inspection as well as a final.
Association coverage is patchy in Moreno Valley. Sunnymead Ranch and parts of Rancho Belago have them; much of the older Sunnymead housing does not. Worth checking before you settle on a frame color, but for most of the city it is not a constraint.
