The housing

Jurupa Valley has the oldest housing stock in our core service area, the median home here was built in 1979, and Glen Avon and Pedley in particular still carry a large share of original aluminum-frame single-pane windows from that era. Owner-occupancy is high at around 70 percent, which means most of the people calling us live in the house and feel the problem every August. Full-frame replacement is more common here than a straight retrofit, because forty-year-old openings have usually moved.

Permits

Jurupa Valley only incorporated in 2011 and now runs its own Building and Safety department, so the rules differ from the surrounding unincorporated county land. On unincorporated parcels, Riverside County allows a permit-exempt replacement only where it is a true like-for-like swap that does not alter the existing framing size. Given the age of the housing stock here, a fair number of our jobs need the frame corrected, which puts them into permit territory. We handle it either way.

Associations and review

Homeowners associations are uncommon across most of Jurupa Valley, Glen Avon, Pedley and Rubidoux are largely unrestricted, so window style and color are your choice rather than a committee's. The newer tracts closer to the Eastvale line are the exception.
